This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hunterston A Power Station, Site Stakeholder Group and covers activities associated with the regulation of safety at Hunterston A Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend SSG meetings and will be happy to respond to questions raised there by members of the SSG. under the heading: Local Liaison Committee ReportsThe new site inspector for Hunterston A, Mr J A Burrows took up duties in July 2005. This quarter has involved a handover of responsibilities. Two site inspections were conducted this quarter:

Under the conditions of the Nuclear Site Licence, Hunterston A must have in place adequate arrangements to ensure the safety of the public and their own staff during decommissioning. NII have inspected the site decommissioning plans and these have lead to debates on the methods of containment for intermediate level radioactive waste in the new store. These debates are ongoing and have been conducted jointly with the Scottish Environment Protection Agency.
On site, the NII Site Inspector has been impressed by the strong safety culture within the Magnox Electric Ltd Site management and the Site Safety Representatives.
In the next quarter NII will be inspecting how these standards are promulgated in the face of project work which brings new faces to the site. NII are particularly interested in the quantity of suitably experienced supervisory staff.
The NDA have recently announced a draft strategy for accelerated decommissioning of their nuclear sites including Hunterston A. NII are in consultation with these proposals.
Magnox Electric Ltd have declared their intention to reorganise into three new separate companies. The NII will assess the safety implications of this under Licence Condition 36 (organisational change).
NII did not exercise their formal powers in this quarter.
