FOREWORD

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hunterston A Power Station, Site Stakeholder Group and covers activities associated with the regulation of safety at Hunterston A Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend SSG meetings and will be happy to respond to questions raised there by members of the SSG. INSPECTIONS

Mr John A Burrows replaced Peter Snelson as the Hunterston A Site Inspector on 1st June 2005. The Site Inspector and other ND inspectors made the following visits associated with Hunterston A during the period April to June. These visits were:

9-12 May 2005 Hunterston A site Decommissioning Emergency Arrangements demonstration ( re: Approval)Planned Inspection ILW Store Construction.LC 8, 28 review
8-9 June 2005 Hunterston A site Level 1 Emergency Exercise “Rockall”.
29-30 June 2005 Hunterston A site Investigation of Working at Height issues.

The site inspectors’ main priorities for 2005 are the Life Cycle Baseline Plans/Near Term Work Plans and ILW storage.

ROUTINE MATTERS

Two routine inspections were completed this quarter. Both visits involved witnessing the site demonstration of new emergency arrangements. The first demonstration in May was held in the evening to show the site could resource it’s emergency response out of hours. This demonstration was successful and was in part instrumental in allowing ND to “Approve” the new site emergency arrangements. This work included a compliance check against Licence Condition 11 – Emergency Arrangements.

The second visit was to allow the site to formally exercise its newly approved emergency arrangements. The site organised a Level 1 exercise based on a fire in a site building. This was a daytime exercise and involved full muster (some agreed exceptions) and the local fire brigade. The brigade were used to resource casualty rescue. One simulated casualty was unconscious; the other simulated casualty was walking wounded. The NII team members concluded that the demonstration of the emergency arrangements at the Hunterston A site on 9 June 2005 was satisfactory.

Licence Compliance

Additional resource was provided from within ND to inspect the following licence conditions (LC) at Hunterston A. First we reviewed progress with issues previously raised against LC 8 - Warning Notices and LC 28 – Examination, Inspection, Maintenance and Testing. We were also able to inspect against the following licence conditions LC 11 Emergency Arrangements, and LC 36 – control of Organisational Change.

Health and Safety at Work etc Act 1974

Whilst inspecting the new Intermediate Level Waste (ILW) store construction site the ND inspector noticed the internal work on the outside walls was being carried out from a row of double scaffold boards. There was sufficient room for employees to fall into the recently poured concrete. There was a risk of serious personal injury. Access to this area was also less than adequate. The site manager and Balfour Beatty contract manager were instructed to stop all work and improve safety for those people working at height within the ILW store walls. All other scaffolding was seen to be adequate. This work was completed within a few hours. See before and after pictures below.

The outcome of these inspections and meetings were in the main acceptable, the deficiencies were reported to the Licensee for attention

Plant Inspection

Progress with the construction of the ILW store was inspected.

9Routine inspection of the site found the general conditions and housekeeping continue to improve despite the increased level of decommissioning activity.

NON-ROUTINE MATTERS

John Burrows has taken over as Hunterston A Site Inspector.

Two agency employees on short-term contracts, were observed balancing precariously on scaffolding. This event is the subject of a HSE investigation. The Licensee (Magnox) deserves credit for observing and responding positively to the event. Selection, training and supervision is likely to be a recurring theme on sites with high numbers of temporary employees and improvements in this area will be vigorously pursued by HSE.
