ROUTINE MATTERS

NII’s normal method of business is to inspect HM Naval Base Clyde in accordance with a planned inspection programme and to discuss any matters arising with site staff. Inspections are undertaken for the purpose of monitoring compliance with the relevant provisions of the Health and Safety at Work etc. Act (1974) including the Ionising Radiations Regulations 1999 (IRRs), and the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR) at the two sites.

Meetings are also held routinely to discuss matters that affect the continued safe operation of the base. Discussions are also held with the Ministry of Defence Regulator, on matters of mutual interest.

In this period, the following matters in particular have been covered:

  1. Attending the annual Clyde Local Liaison Committee meeting;
  2. Discussions in preparation for the forthcoming demonstrations of the emergency arrangements at the remote submarine berths in the highlands;
  3. Joint attendance, with the MoD regulator, at the regular Regulator Interface Forum which reviewed the administration arrangements of the Nuclear Accident Response Organisation at the Base for compliance with regulations 7, 10, 13 and 14 of the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR).;
  4. Discussions with the Radiation Protection Adviser, and others, for the arrangements for compliance at the Base with regulations 7 and 8 of the Ionising Radiations Regulations 1999 (IRRs); and for the co-operation between employers at the Base..
  5. A meeting was held with the Safety Representatives for the Clyde Naval Base.
