LLC reports
This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Bradwell Power Station’s Local Community Liaison Council and covers activities associated with the regulation of safety at Bradwell Nuclear Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LCLC meetings and will respond to any questions raised there or subsequently by members of the LCLC. Bradwell was visited for inspections, meetings and investigations on three occasions during this quarter, the inspections containing both a routine element and a reactive element. The visits were made on the following dates:-
01 – 03 February 2005
22 – 24 February 2005
15 – 17 March 2005
In addition to the site inspector’s planned inspection activities, a number of additional activities were carried out. The main thrust in this period has been concerned with Bradwell’s continued compliance with the requirements of the nuclear site licence. Additionally, the station’s annual demonstration emergency exercise, BRAD53, was held. This was also attended by HMNII specialist inspectors and a HMNII Superintending Inspector.Routine Inspections
Routine inspections carried out in against the following licence Conditions in this quarter;
The results of these inspections showed Bradwell’s arrangements made under these licence conditions to be generally adequate. Where any minor deficiencies were identified, improvements were agreed with the station.
Meetings
Two meetings were held with the station regarding the Near Term Work Plan. The aim of these meetings was to ensure that any regulatory requirements were included in the plan of work covering the next two years.
Annual Level 1 Emergency Exercise.
The station successfully demonstrated it’s emergency arrangements to HMNII on 16 March 2005. The exercise scenario was a fire in a waste vault containing magnox fuel element debris.
Reactive inspections were carried out against the following areas:

Licence Instruments
There were no Licence Instrument issued during the period.
Risk assessment
In the last period, an Improvement Notice was issued against the station’s arrangements in this area. The station was required to implement improvements by 01 March 2005. The station made good progress to complying with this Improvement Notice but requested a further period of four weeks to fully comply. This request was granted. The station has now complied with the requirements of the Improvement Notice which was formally closed out on 22 March 2005.
