FOREWORD

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Power Station and Centre Site Stakeholder Group, SSG, and covers activities associated with the regulation of safety at Berkeley Power Station and Centre. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend meetings and will be happy to respond to questions raised there by members of the SSG. Any other person wishing to inquire about matters covered by this report should contact the HSE, Nuclear Directorate Information Centre on 0151 - 951 - 4103.

1. The site inspector, and in some instances specialist inspectors, made the following visits during the period:

ROUTINE MATTERS

2. Inspection of the Berkeley site has continued during the quarter at a frequency commensurate with current activities. Any concerns identified were resolved with site management team at the time.

3. The newly appointed Head of Defuelled Reactor Unit, NII, Dr Nettleton, visited site on 23 and 24 November. She undertook an acquaint tour of the facilities and attended the annual review meeting. The meeting was a useful interchange that reviewed the past year’s performance and looked ahead to the future programme of work. Environment Agency (EA) and Nuclear Decommissioning Authority (NDA) representatives were also present.

4. The NDA review of the Site’s Life Cycle Baseline was attended on 27 October.

NON-ROUTINE MATTERS

5. I discussed the arrangements that had been put in place for the handover of the role of Site Manager and Agent of the Licensee from Mr Steele to Mr Crocker and was content that due process would be followed.

REGULATORY ACTIVITY

Legal Instruments

6. The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

7. The following Legal Instruments were issued in the period:

Licence Instrument No. 507 Consent to the Licensee granting a lease of Building A21 to SERCO Ltd.

Licence Instrument No. 508 Consent to the Licensee granting a lease of Building B21 (Part) to BIL Solutions Ltd

Licence Instrument No. 509 Consent to the Licensee granting a lease of Building B21 (Part) to Nexia Solutions Ltd
