FOREWORD

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Power Station and Centre Site Stakeholder Group, SSG, and covers activities associated with the regulation of safety at Berkeley Power Station and Centre. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend meetings and will be happy to respond to questions raised there by members of the SSG. ROUTINE MATTERS

Inspection of the Berkeley site has continued during the quarter. Compliance inspection has included decommissioning activities within the Shielded Area and Berkeley Power Station. The activities sampled showed an adequate standard of compliance.

The annual Level 1 Emergency Exercise was held on 6 July. It was observed by a team of NII Inspectors who looked at various aspects including command and control, and contaminated casualty handling. The postulated event involved an individual falling from the roof of the cell line within the Shielded Area and an associated electrical fire. Gloucester Fire and Rescue attended. The Exercise was considered to be an adequate demonstration of the site’s emergency arrangements.

The licensee requested acknowledgement or agreement to its proposals to implement simplified operating rules at Berkeley Centre and a modification to the Berkeley Power Station operating rule. NII considered these proposals as part of its assessment of whether it wished to Approve operating rules on the site and considered the changes to be appropriate. As reported last quarter the Approval of the operating rules has now been withdrawn which is commensurate with the reduced hazard on the site.

Preliminary discussions have been held concerning the introduction of a Decommissioning Technician role within the site structure. The development of a competency framework is considered sound. Progress will be monitored under Licence Conditions 10 and 12 relating to training and suitably qualified and experiences persons.

NON-ROUTINE MATTERS

A meeting has been held with the licensee to discuss how its proposals to delicense part of the site may be taken forward. The Environment Agency site inspector also attended. The timescale for de-licensing is considered challenging and further dialogue will be required.

NII is continuing to monitor the organisational changes within Magnox Electric and British Nuclear Group.

REGULATORY ACTIVITY

Legal Instruments

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

The following Legal Instruments were issued in the period:

Licence Instrument No. 505 Acknowledgement of a review of Berkeley Centre Operating Rules and modification to Berkeley Power Station Operating Rule Number 1.
