FOREWORD

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Power Station and Centre Site Stakeholder Group, SSG, and covers activities associated with the regulation of safety at Berkeley Power Station and Centre. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend meetings and will be happy to respond to questions raised there by members of the SSG. ROUTINE MATTERS

Inspection of the Berkeley site has continued during the quarter. Compliance inspection has included decommissioning activities and accumulation of radioactive waste together with associated control and supervision of operations. The activities sampled showed an adequate standard of compliance.

In accordance with Licence Condition 23, the licensee must produce an adequate safety case to demonstrate the safety of operations and to identify the limits and conditions necessary in the interests of safety. Within the licence these limits and conditions are termed operating rules. NII may specify that it wishes to Approve operating rules which would prevent the licensee from amending them without the further Approval of NII. Commensurate with the reduced hazard on the site and in recognition of the changing status of plant operations NII has determined that it no longer wishes to Approve the Berkeley Site operating rules. The site inspector confirmed that limits and conditions for plant safety would remain clearly visible to operators before recommending withdrawal of the Approval.

The Licensee has commissioned a replacement version of its work control software system. NII has now agreed to it being placed into routine operational service.

NON-ROUTINE MATTERS

During decommissioning preparatory works in the caesium removal plant liquor was observed by site personnel within the secondary containment of an active tank. The event is being investigated by the site and the source and any potential leak path determined. The outcome of the investigations will be followed up by the site inspector.

REGULATORY ACTIVITY

Legal Instruments

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

The following Legal Instruments were issued in the period:

Licence Instrument No. 502
Withdrawal of Approval of Operating Rules;

Licence Instrument No. 503
Agreement under Licence Condition 22(1) to the placement of PassPort Version 9 into routine operational service.
