LLC reports
This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the URENCO (Capenhurst) Ltd Local Liaison Committee and covers activities associated with the regulation of safety at Capenhurst. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LLC meetings and will be happy to respond to questions raised there or subsequently by members of the LLC. The site was visited by NII inspectors on :-
July 2nd , 21st, 22nd & 28th August 27th September 17th
Each NII Site Inspector has an inspection programme to inspect compliance of operations on the site with the 36 Nuclear Site Licence Conditions (LCs). During this quarter the new site inspector has completed activities associated with site familiarisation and undertaken various other regulatory activities. Licence condition compliance inspections will recommence in the next reporting period.
An inspection was carried out as part of the regulatory review of the UCL E23E safety documentation submission in support of the regulatory agreement to move to the active commissioning phase. The E23E commissioning team outlined the work to be reported in the Safety Commissioning Report covering the inactive commissioning phase and some of the test documentation was sampled. The inspection indicated that the tests outlined in the commissioning schedules had been undertaken as per the schedules and any required actions recorded and followed up. However the inspection did reveal that there were a number of QA issues relating to the recording of the commissioning testing information. These were not regarded as significant in relation to the E23E submission. Following a further review of the safety documentation submitted to the NII a Licence Instrument was issued allowing UCL to commence active commissioning of the plant.
Licence Instruments have been issued acknowledging receipt of the Pre Commencement Safety Report and Safety Commissioning Schedules safety documentation for a modification to the E23 facility to include additional liquid sampling autoclaves
A meeting has been held to discuss various aspects of the UCL safety case programme and methodologies. Topics discussed included Safety System categorisation, Engineering Substantiation, Safety Mechanisms & Operating rules. UCL has agreed to provide NII with an updated programme for the production of safety cases on the UCL site.
A meeting has been held to discuss further the proposals to transfer the Fire & Rescue Service (FR&S) Department at Capenhurst from British Nuclear Group to UCL. The UCL & British Nuclear Group Management of Organisational Change Documents which assess the effect of the changes were reviewed. The Capenhurst Site Emergency Plan has now been revised to reflect these changes and other changes to the emergency arrangements on the site. The revised Emergency Plan was submitted to NII for approval at the end of September.
