LLC reports
This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hunterston A Power Station Local Liaison Committee and covers activities associated with the regulation of safety at Hunterston A Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend LLC meetings and will be happy to respond to questions raised there by members of the LLC. 1. The Site Inspector made two visits to Hunterston A during the period July to September these visits were on:
28 - 30 July 2004 - Planned 1-2 September 2004 - Restructuring and Management of Change
The site inspectors' main priorities for the rest of 2004/5 and possibly into the next year are the Life Cycle Baseline Plans/Near Term Work Plans and BNFL Restructuring. As a result fewer compliance inspections will be undertaken.
2. One routine inspection has been completed this quarter. A second targeted inspection on Restructuring and Licence Condition 36 Management of Change was completed successfully.
3. Inspections completed this quarter under the site inspection plan included the following licence conditions: LC7 Incidents, LC 10 Training LC 22 Modification or Experiment on Existing Plant, LC 35 Decommissioning LC 36 Control of Organisational Change. 4. The outcome of this inspection was in the main acceptable, the deficiencies were reported to the Licensee for attention
5. Outside plant areas were inspected and progress with the pouring of the concrete foundation of the ILW store was inspected. Routine inspection of the site found the general conditions and housekeeping continue to improve despite the increased level of decommissioning activity. Concerns had been raised about workplace transport safety. The movement of concrete across the site and from the concrete batching plant was inspected in July. The contractors have used segregation as their main strategy for the protection of people.
6. A targeted inspection took place in September 2004. The visit by three NII inspectors was arranged as part of NII's assessment of the potential impact of the second phase of the creation of BNFL's Reactor Sites division within the Management Services structure of its British Nuclear Group. The inspection was to establish if the transfer of a number of site based staff within the interim RS structure into a new Project Services organisation had been managed to minimise the impact of the change on nuclear safety. The focus was on key issues identified from the assessment stage, i.e. licence compliance, control & supervision and intelligent customer capability. It was clear that the station had been included in discussion and decisions regarding the change, including the allocation of staff to Project Services, and was fully aware of the potential implications. Assurances were given and confirmed in discussions with staff that the changes which affect HNA directly have no adverse impact on the licensee's ability to fulfil licence compliance, control & supervision and intelligent customer capability. This finding also applies to the proposed local staff changes not associated with the company restructuring.
7. The changes to the fire suppression system (Current proposals are to use Argon as a fire suppressant.) for the SAWB will be permissioned by issue of an agreement when the safety case has been received and if it is considered adequate. The safety documentation is expected autumn 2004.
8. The site's arrangements for the management and for the control and supervision of the site construction activities were reviewed during the team inspection and found to be suitable and sufficient.
9. The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.
