LLC reports
This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Clyde Local Liaison Committee and covers activities associated with the regulation of nuclear safety at HM Naval Base Clyde. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LLC meetings and will be happy to respond to questions raised there or subsequently by members of the LLC. 1. Visits are made to the HM Naval Base Clyde for the purpose of undertaking routine plant and project inspections or meeting site management or safety representatives. The Base consists of two sites at Faslane and Coulport. NII inspectors visited these sites during the quarter as follows:
26 - 29 July 1 - 3 September
2. NII's normal method of business is to inspect HM Naval Base Clyde in accordance with a planned inspection programme and to discuss any matters arising with site staff. Inspections are undertaken for the purpose of monitoring compliance with the relevant provisions of the Health and Safety at Work etc. Act (1974) including the Ionising Radiations Regulations 1999 (IRRs), and the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR) at the two sites. Meetings are also held routinely to discuss matters that affect the continued safe operation of the base. Discussions are also held with the Ministry of Defence Regulator, on matters of mutual interest.
3. In this period, the following matters in particular have been covered:
a. A meeting with Commodore C Stait following her appointment as the Authorisee for the Clyde Submarine Base; b. Attendance at the second planning meeting for the Evening Star 04 exercise due to take place later in the year;
b. Inspections at both Coulport, and the Shiplift, for compliance with regulations 7, 8, 16, 18, and 28 of the Ionising Radiations Regulations 1999 (IRRs). No significant issues were raised;
c. A joint inspection with the MoD regulator, for the site's compliance with the requirements of Authorisation Condition 11 - the Emergency Arrangements. This also addressed the requirements of regulations 7, 10, and 12 of the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR). No significant issues were raised.
d. Attending the meeting of the Nuclear Accident Response Organisation, Regulatory Interface Forum, at which emergency exercise planning matters, and the response of the Base to the lessons learned at previous exercises are discussed and progressed.
4. In general, the site inspections have indicated that the site staff are satisfacto-rily managing and controlling the activities at the base, and no significant issues were identified.
5. Nothing to report.
6. The Inspectorate has taken no formal enforcement action on the Base during this period.
