This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Capenhurst Local Stakeholder Group (LSG) and covers activities associated with the regulation of safety at Capenhurst. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LSG meetings and will be happy to respond to questions raised there or subsequently by members of the LSG. Each NII Site Inspector has an inspection programme to inspect compliance of operations on the site with the 36 Nuclear Site Licence Conditions (LCs). During this quarter the new site inspector has completed site familiarisation activities and has concentrated on other regulatory activities. Licence condition compliance inspections will recommence in the next reporting period.
A Licence Instrument has been issued agreeing to the commencement of the active commissioning phase of the HEU Process Plant & Equipment Plant Modification Proposal (PMP). This PMP forms part of the overall decommissioning of the old diffusion plant within B300.
British Nuclear Group has made a submission seeking an agreement to move to full operation of the LEU Process Plant & Equipment which forms another part of the overall decommissioning of the old diffusion plant within B300. An inspection has been carried out aimed at sampling the submitted safety information to assess the readiness of the facilities to move into full operations. Initially a number of the queries were responded to by the project team, clarifying the situation and providing evidence of the claims made in the submission documentation. Following these discussions a list of topics was compiled for which further evidence was requested. An inspection of the B300 equipment facilitated the resolution of some of these issues. Overall the inspection and discussions adequately addressed most of the topics raised however there were a number of areas where actions were placed on British Nuclear Group.
A meeting has been held to discuss further the proposals to transfer the Fire & Rescue Service (FR&S) Department at Capenhurst from British Nuclear Group to UCL. The UCL & British Nuclear Group Management of Organisational Change Documents which assess the effect of the changes were reviewed. The Capenhurst Site Emergency Plan has now been revised to reflect these changes and other changes to the emergency arrangements on the site. The revised Emergency Plan was submitted to NII for approval at the end of September.
The NDA requires all sites, which will come under their control, to compile the long term and short term work plans for the site into two standard documents ie Life Cycle Baseline (LCBL) and Near Term Work Plans (NTWP). A series of meetings have been held to update NII with the progress made by British Nuclear Group Capenhurst in compiling the second issue of the Life Cycle Baseline (LCBL2) and NTWP for the site. LCBL2 is due to be completed by the end of September, and the information therein will be reviewed by the NDA in early Oct. The revised NTWP will be submitted to NDA by March 2005.
A targeted inspection of the arrangements for the leak testing, accounting and storing of sealed radioactive sources has been carried out by a specialist NII as part of NII's response to the loss of a small source event reported in the last period report. The inspection was timed to allow British Nuclear Group to complete their internal investigation and implement some of the recommendations. The NII inspection concluded that the arrangements in place now are satisfactory and are in line with the requirements of the Ionising Radiations Regulations 1999.
