This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Power Station and Centre Local Community Liaison Committee, LCLC, and covers activities associated with the regulation of safety at Berkeley Power Station and Centre. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend LCLC meetings and will be happy to respond to questions raised there by members of the LCLC. 1. The Site Inspector made four inspection visits to Berkeley Nuclear Licensed site during the period April to June 2004. The visits were on:
20/21 April 23 April 25 May 15 to 18 June
2. On the 25th May, the Site Inspector was accompanied by the Superintending Inspector and two other Inspectors comprising the team to witness the Site annual demonstration exercise. The two other Inspectors witnessed a demonstration muster role call on 26th May.
3 Routine inspection has continued although a higher proportion of the Inspector's time has been devoted to site projects. Matters arising from the general inspections have been identified directly to the appropriate members of staff and to the site manager for action to be taken. The Inspectorate's objective has been to engage the site on its decommissioning activities while ensuring safety matters continue to be addressed.
4 Inspections this quarter have been conducted against a site licence inspection schedule designed to cover all aspects of site licence compliance over a three year period. Inspections are targeted on a whole site basis or against areas of site or specific projects or themes. Inspections in the quarter have included; Licence Condition 11 (Emergency Arrangements), Licence Condition 10 (Training), and Licence condition 36 (Management of Change).
5. The inspections have found that there is compliance with site licence conditions. The first phase of changes to management responsibilities and accountabilities has clarified the management system on site. Some of the site's arrangements (particularly for managing decommissioning, Licence Condition 35) require clarification. The site is in the process of proposing changes to these arrangements and has discussed the outline proposals with the Inspectorate.
6. The Site response to the team inspection was positive has been evaluated by the Inspectorate and judged to be acceptable. The Inspectorate proposes to follow up the site's implementation of their response during September 2004.
7. Discussions have been held with site management related to Phase 2 of the site management structure changes on the Berkeley site. These are expected to include changes to the emergency response on site with greater reliance on the Gloucester Fire and Ambulance Teams. NII has required the site to demonstrate the new arrangements in an emergency exercise before approval is given to those arrangements.
8. BNFL has proposed changes to its structure that will affect the management of the Berkeley Site and require it to be relicensed to Magnox Electric plc. The change consequences for this proposal are being handled by NII on a corporate basis. Site specific matters and being followed through by the Site Inspector.
9. The site has discussed the redrumming of pond sludges currently stored in the Caesium Removal Plant. The Inspectorate has concluded that the site proposals will enhance the safety of these drums.
10. The site has implemented a new system (PassPort) for managing maintenance on site. The integrity of installation of this system was checked to the satisfaction of the Inspectorate before it was introduced to the site. This has been a project undertaken on all Magnox or former Magnox sites.
11. The site satisfactorily demonstrated its emergency response scheme on 25th May and its site muster system on 26th May.
12. There have been a number of incidents on site; these are regarded as minor in respect of nuclear safety.
13. The site new fire certificate was issued to site for accuracy checking. Some comments by the site are now being included on the drawings before formal issue to the site.
14 The Inspectorate has power under the Licence to issue
Consents, Approvals and Directions. In addition the Inspectorate
uses Licence Instruments to issue Specifications and Agreements
under the conditions attached to the Licence.
15 One site License Instrument was issued in the period.
No 8 - AGREEMENT TO IMPLEMENTATION OF PASSPORT VERSION 9 AT
BERKELEY POWER STATION AND BERKELEY CENTRE.
16 Two further general Licence Instruments have been issued in this
period, both being Agreements under Licence Condition 36 (Control
of Organisational Change) arrangements.
No. G2 was issued agreeing to the top-level organisational
change.
No. G4 was issued agreeing to the implementation of a common
reactor site lead team structure.
