FOREWORD

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Clyde Local Liaison Committee and covers activities associated with the regulation of nuclear safety at HM Naval Base Clyde. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LLC meetings and will be happy to respond to questions raised there or subsequently by members of the LLC. 1. INTRODUCTION

1. Visits are made to the Base for the purpose of undertaking routine plant and project inspections or meeting site management or safety representatives. NII inspectors visited Faslane and Coulport during the quarter as follows:

3 - 4 November
17 - 20 November
8 - 11 December

2. ROUTINE MATTERS

2. NII's normal method of business is to inspect HMN Base Clyde in accordance with a planned inspection programme and to discuss any matters arising with site staff. Inspections are undertaken for the purpose of monitoring compliance with the relevant provisions of the Health and Safety at Work etc. Act (1974) including the Ionising Radiations Regulations 1999 (IRRs), and the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR) at the two sites.
Meetings are also held routinely to discuss matters that affect the continued safe operation of the base. Discussions are also held with the Ministry of Defence Regulator, on matters of mutual interest.

3. In this period, the following matters in particular have been addressed:

a. Attendance at the final planning meeting for Short Sermon 03.

b. Attendance at the exercise 'Short Sermon 03' on 19 November, This was the first full test of the Argyll & Bute Off Site Contingency Plan for HMN Base Clyde.

c. Attendance at the multi-agency review of the Argyll and Bute Council's Off-site Contingency Plan, following the exercise 'Short Sermon 03'.

d. An inspection was carried out of the site's compliance with regulations 7 and 8 of the Ionising Radiations Regulations 1999, no significant issues were found.

e. An inspection was carried out of the site's compliance with regulation 14 of the Radiation (Emergency Preparedness and Public Information) Regulations 2001. No significant issues were raised.

4. The exercise Short Sermon 03 was considered to be an effective test of the Argyll and Bute Contingency Plan for the Naval Base. It required supporting agencies in both Scotland and England to respond, and at the following review session, it was generally agreed that the plan had been successful.
5. In general, the site inspections have indicated that the site staff are satisfacto-rily managing and controlling the activities, and no significant issues were identified.

5. REGULATORY ACTIVITY

The Inspectorate has taken no formal enforcement action on the Base during this period.
