FOREWORD

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Chapelcross Local Li-aison Committee (LLC) and covers activities associated with the regulation of safety at Chapelcross Power Station. These reports are distributed quarterly. Site Inspec-tors of HM Nuclear Installations Inspectorate normally attend LLC meetings and will be happy to respond to any questions raised there or subsequently by members of the LLC. 1. INSPECTIONS

The HMNII Site Inspector made the following planned visits during the period:

14 - 18 July
15 - 19 September

Specialist Inspectors also visited the site during the quarter to undertake inspections associated with fire as a nuclear hazard, human performance and conventional safety.

2. ROUTINE MATTERS

Compliance with Site Licence Conditions

Routine inspections have continued throughout the period to check compliance with the conditions attached to the Nuclear Site Licence. During the quarter the station has made significant improvements to the arrangements for complying with the con-ditions, and this has greatly assisted in demonstrating compliance to HMNII.

Incidents on Site

The management and recording of events that occurred on the station during the pe-riod were inspected. Most of the events were relatively minor and those of concern to the HMNII Site Inspector were discussed with the appropriate company staff. One conventional safety event, that involved a fall of building cladding, was investigated with a Specialist Inspector and HMNII was satisfied with the remedial measures be-ing put in place by BNFL.

No formal meetings were attended during the quarter.

Level 1 Emergency Exercises

There were no Level 1 Emergency Exercises held during the quarter.

3. NON-ROUTINE MATTERS

Inspection Covering Fire As a Nuclear Hazard

A Specialist Inspector undertook an inspection associated with the risk of a nuclear hazard arising from fire. The need for improvements to maintain the integrity of nu-clear fire barriers and to more tightly control the availability of key detection and sup-pression systems was identified. Progress on delivering these improvements was monitored during the quarter and found to be satisfactory. Details are reported in the Sections below.

R2 Start Up Inspection

A team of HMNII Inspectors visited the site in August prior to the start up of R2. The main purpose of the visit was to establish what progress had been made on im-provements to: the arrangements that demonstrate compliance with key licence con-ditions; the controls on the integrity of nuclear fire barriers; the delivery of training. Overall the team concluded that satisfactory progress was being made.

Enhanced Inspection

During September a team of HMNII Inspectors undertook an inspection that covered human performance, progress on improvements associated with fire as a nuclear hazard and compliance with some key licence conditions. A satisfactory position was found on human performace and satisfactory progress was being made with the fire improvements. The need for improvements was identified in the arrangements covering the integrity and availability of the sample of safety related equipment se-lected for the inspection. The way forward on this latter finding was being resolved with BNFL at the end of the quarter.

REGULATORY ACTIVITIES

Site Licence:

The Inspectorate has powers under the Nuclear Site Licence to issue Consents, Ap-provals and Directions. In addition, the Inspectorate uses Licence Instruments to is-sue Specifications and Agreements under the conditions attached to the Site Li-cence.

No formal documents were issued during the quarter.
