This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Bradwell Power Station's Local Community Liaison Council and covers activities associated with the regulation of safety at Bradwell Nuclear Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LCLC meetings and will respond to any questions raised there or subsequently by members of the LCLC. 1.1 Bradwell was visited for inspections and meetings on three
occasions during this quarter, the visits containing both a routine
element and a reactive element. The visits were made on the following
dates:-
1 - 3 July 2003
29 July 2003
12 - 14 August 2003
29 - 30 August 2003.
1.2 In addition to the site inspector's planned inspection activities, a number of additional inspections were carried out, one of which involved HMNII specialist inspectors. This inspection was in connection with the station's arrangements made under Licence Condition 26: Control and Supervision of Operations. The site inspector, and HMNII's Superintending Inspector, attended the annual Review of safety. The site inspector also attended an Emergency Planning Consultative committee.
The routine inspections for this quarter, covering a range of aspects of plant operation, maintenance, management and proposals for decommissioning were completed. Reactive inspection has also been carried out, with the more significant items reported below. In areas where opportunities for improvement were identified, remedial work has been agreed with station management, with the intention of achieving improvements to current station arrangements in those areas.
Specialist inspectors from HMNII's Quality Management Inspection Team carried out an inspection of the adequacy of Bradwell's arrangements made under LC 26: Control and supervision of Operations. The station had introduced some changes in to its arrangements following deficiencies discovered during an earlier routine inspection. The amended arrangements were found to be satisfactory although HMNII has asked the station to more formally document the amendments to the arrangements.
Personal Protective Equipment.
During a routine inspection a potential shortage of personal protective equipment was discovered in the fuel storage ponds area. This was brought to the attention of the station who immediately rectified the situation.
2.2.3. The stations annual review of safety was attended. Several reports were submitted by the station in support of this meeting. All were found to be satisdfactory.
3.1 A Specialist Inspector from the HMNII Quality management team delivered a presentation to station staff concerning the regulators expectations with regard to LC 36 arrangements.
4.1 Licence Instrument No. 61 was issued on 25 April 2003, under licence condition 22(1) agreeing to the commencement of the organisational change to appoint a Decommissioning Project Manager to the Lead Team at Bradwell.
4.2 Licence Instrument No. 62 was issued on 12 May 2003, under licence condition 22(1), agreeing to the commencement of the modifications to the station safety case in the area of assessments of structural integrity.
4.5 Approval No. 21 was issued on 17 September 2003 and Approves Issue 10 of Operating Rule 3.1 which controls the minimum temperature of the reactor pressuer vessel.
