FOREWORD

The report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Capenhurst District Liaison Committee and covers activities associated with the regulation of safety at Capenhurst. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend DLC meetings and will be happy to respond to questions raised there or subsequently by members of the DLC. 1. INSPECTIONS

Four site inspection visits were made to UCL during this period on:

25 October
4 November
12 December
27 December.

This included one unannounced out-of-hours inspection during the Christmas holiday period.

NII's regulatory activities during this period were dominated by work to support the issue of new nuclear site licences at Capenhurst where the site inspector was supported by a number of other HSE staff based at Bootle and Rose Court, London.

2. ROUTINE MATTERS

Compliance with Conditions Attached to the Nuclear Site Licence

UCL's arrangements under Licence Condition 17 (Quality Assurance) were reviewed and found to be generally satisfactory. The company has a detailed framework of internal compliance documents in place which provide confidence that Quality Assurance procedures are being applied to maintain adequate levels of health and safety. A compliance inspection against the Facilities Management Contract operated by the contractor Martindales identified some shortfalls which UCL have agreed to review.

The Safe Management of Decommissioning

Decommissioning Programme

Nothing to report for this period.

Relicensing

A new nuclear site Licence, No 48B, was issued to UCL which came into force on 20 December 2002. This put into effect a number of minor boundary changes, a number of important safety benefits followed this change in respect of UCL's proposed plant design for the E23E extension and the arrangements for storage of depleted Uranium Hexafluoride in J and K bays.

Radiation Emergency Preparedness and Public Information Regulations 2001

Waste Disposal to Drigg

Nothing to report for this period.

Emergency Preparedness

A joint Level 1 Emergency Exercise, Albatross, was held on 16 October 2002 with BNFL. This demonstration of arrangements was observed by 3 NII staff and the performance was judged to be adequate in terms of requirements under Licence Condition 11. A number of learning points were identified by both licensees and NII and a programme of improvements has been agreed.

A routine meeting of the Emergency Planning Consultative Committee (EPCC) was attended on 4 November 2002. Contingency plans in the event of industrial action planned by members of the Fire Brigades Union (off-site) which may affect operations at the Capenhurst site were noted.

Other Regulatory Compliance Issues

An unannounced inspection of shift change-over arrangements at the A3 production plant was observed over the Christmas holiday period. UCL's arrangements appeared satisfactory.

An inspection of UCL's arrangements for control of Legionella Bacteria under the Control of Substances Hazardous to Health Regulations 1999 was undertaken in the E23 plant. Company procedures generally appeared to have been followed but the inspector identified some minor deficiencies which UCL have agreed to review.

4. REGULATORY ACTIVITY

A Licence Instrument (No. 1 under Site Licence 48B) was issued specifying the approval of arrangements made under LC36.
