FOREWORD

The report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Capenhurst District Liaison Committee and covers activities associated with the regulation of safety at Capenhurst. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend DLC meetings and will be happy to respond to questions raised there or subsequently by members of the DLC. 1. INSPECTIONS

Five inspection visits have been made on 3 July, 17 July, 19 July, 7 August and 14 August.

2. ROUTINE MATTERS

2.1 Compliance with Conditions Attached to the Nuclear Site Licence

Nothing to report for this period.

2.2 The Safe Management of Decommissioning

Nothing to report for this period.

2.3 Decommissioning Programme

BNFL have submitted to HSE a safety case for the Integrated Decommissioning Project (IDP). As a consequence of NII's initial examination of the proposals a Licence Instrument calling in the project for further examination has been issued.

2.4 Relicensing

A significant amount of work has been undertaken by HSE and BNFL to enable relicensing to take place in the near future. An application from BNFL to make changes to the licensed site boundary is currently being progressed.

2.5 Radiation Emergency Preparedness and Public Information Regulations 2001

Nothing to report for this period.

2.6 Waste Disposal to Drigg

Nothing to report for this period.

2.7 Emergency Preparedness

We have noted progress by BNFL with support from Urenco to update both the on-site and off-site emergency plans. Discussions with BNFL and others are ongoing.

2.8 Other Regulatory Compliance Issues

Nothing to report this period.

3. NON-ROUTINE MATTERS

HSE attended site to investigate an incident concerning the unauthorised modification of controls to a man access platform. A letter has been sent by HSE to BNFL with a request to make it available to all employees reminding them of their duties under the Health and Safety at Work etc Act 1974.

4. REGULATORY ACTIVITY

Consent No. 4 to Nuclear Site Licence 28G was issued by HSE on 23 July 2002. This consents to BNFL granting a lease to West Cheshire College for part of Building A2 on the BNFL licensed site.

A licence instrument under Licence Condition 22 was issued to BNFL giving notification of HSE's intent to examine a modification associated with the Safety Case for the Integrated Decommissioning Project.

No other consents, approvals or licence instruments have been issued in this period.
