Following the publication of the ‘Nuclear white paper 2008’, Dr Tim Stone was commissioned by the Office for Nuclear Development (OND) to carry out a review of nuclear regulation, to make it more transparent and efficient in meeting the challenges posed by new nuclear power stations. Completion of the IRRS mission to ND, October 2009
The IAEA has completed its second IRRS mission to the UK. During the mission the IRRS team reviewed HSE/ND progress since the first IRRS mission and recent regulatory developments, the regulation of operating power plants and fuel cycle facilities, the inspection and enforcement programme for nuclear power plants and fuel cycle facilities, and the emergency preparedness and response arrangements
OCNS Annual Report 2008/2009
OCNS has produced an annual report entitled "The state of security in the civil nuclear industry and the effectiveness of security regulation". The document fulfils the requirements placed on the Director, Civil Nuclear Security to report on the state of the security in the civil nuclear industry and to provide an assessment of the effectiveness of regulation in the UK.
Nuclear Directorate Cheltenham Office
A new satellite office in Cheltenham opened on 13 July 2009. London and Cheltenham have been chosen as regional ND offices because of their strategic locations for recruitment. They are in addition to HSE’s main office in Bootle.

Programme
Following a request under the Freedom Of Information Act 2000 for information relating to the review of nuclear regulation carried out by the government's nuclear advisor, Dr Tim Stone' the following paper to the HSE Executive Board was released. This set out some of the challenges HSE faced in its regulation of the nuclear industry. Some parts of the above Executive Board Paper are self-explanatory but some parts need further explanation so we have produced some supplementary notes to provide context and an explanation.
The Government will be publishing the responses it received to the consultation on the NIA's Justification application, including the HSE's response, and will be consulting on it's draft Justification Decision Document later in the year. However, in the interests of openness and transparency, we have published our response early.
Consultation on the restructuring of HSE's Nuclear Directorate [30 June, 2009]
The plans to create a new nuclear statutory corporation have reached a key milestone with the launch of the official public consultation on the proposals on 30 June. The consultation is being led by Department for Energy and Climate Change (DECC) and DWP and will last for 12 weeks. Prosecution of Sellafield Ltd following contractors' exposure to radioactive contamination
The Health and Safety Executive (HSE) is to prosecute Sellafield Ltd for alleged breaches of health and safety law. This follows HSE’s investigation into the exposure of two contractor employees to airborne radioactive contamination on 11 July 2007 at Sellafield Nuclear Licensed Site in Cumbria.
Outcome of the 1998 Safety Audit of Dounreay Nuclear Licensed Site [60KB]
In June 1998 a multidisciplinary team from Health and Safety Executive
(HSE) and Scottish Environment Protection Agency (SEPA) undertook a
safety audit at the Dounreay nuclear licensed site. A report of the
findings was published in September 1998, which included
recommendations. This report describes what has been achieved since
2001 when the last report on progress was published and up to April
2008, when the site was relicensed to Dounreay Site Restoration Limited

Cost Recovery for Nuclear Installations Activities (Published July 2008)
This guide provides information as to how the nuclear cost recovery
scheme operates. It explains how charges are calculated, invoiced, and
the process for handling queries and disputed invoices.
Nuclear Directorate Joint Programme Strategy and Operating Plan 2008 This
document sets out both medium term and longer term Directorate
Objectives in a format that is intended to provide much greater clarity
of intent. Interested parties are welcome to comment on the document or
raise suggestions for future ND attention.
Geological Disposal
Information on HSE’s role in the Managing Radioactive Waste Safely
implementation process with respect to the development of a
geological disposal facility.
Next stage of GDA starts
On 6 June 2008, HSE and the Environment Agency wrote to the Government
formally announcing that they were starting the next, more detailed
stage of the Generic Design Assessment process (GDA).
Nuclear Safety Advisory Committee (NuSAC) Open Meeting 3 July 2008
NuSAC's, next meeting to be held on 3 July 2008, will be open to the
public. It will take place at the Health and Safety Executive's
offices, Rose Court, 2 Southwark Bridge, London SE1 9HS. Entry is
by ticket only.
Major hazards conference, 29 April 2008
The conference will provide a forum for invited chief executives and
other industry, regulatory, trade union and government leaders to
discuss and share experiences on how top level commitment and
leadership can make such a huge difference to securing the strong,
positive safety cultures so important if major incidents are to be
avoided.
Human Costs of a Nuclear Accident [232 KB]
This report is in response to an invitation Health and Safety
Executive to advise on the valuation of health effects to radiation, to
inform a model being developed by the Health Protection Agency to
assess the economic consequences of an accidental release of
radioactive material. (March 2008)
Revision to the HAL Stocks Specification [55KB]
Under Licence Condition 32, HSE has revised the specification of limits
to the stock of liquid High Level Waste (HLW) stored at Sellafield.
