This was a planned intervention relating to Licence Conditions (LCs) 23 and 27. Interventions were based around the demonstration of compliance with Operating Rule 6.2, which relates to the availability of plant to support post-trip cooling.
The intervention included a meeting to discuss the arrangements in place for demonstrating compliance, and inspections to look at current compliance and historical compliance records. I fed my findings to the station director at the end of the intervention.
All Magnox staff I have dealt with during this intervention were open, helpful and communicative. There was a good understanding of the plant demonstrated and a good understanding of how plant availability governs plant safety.
The Central Control Room (CCR) demonstrated that operation of the plant was within the limits of Operating Rule 6.2 and its supporting documentation. The control systems for ensuring that the plant operates within this Operating Rule were understood by the CCR and were being implemented at the time of the inspection. It was not possible, however, to demonstrate that the reserve feed-water tank (RFT) levels are being recorded positively.
Inspection of the documentation has shown broad compliance with Operating Rule 6.2. All records requested were made available and were, generally, in good order. Positive confirmation of availability, as well as unavailability, of plant was not recorded consistently.
I judge that the licensee has demonstrated adequate compliance with Operating Rule 6.2. Since there were no significant issues in complying with or demonstrating compliance with, Operating Rule 6.2, I have given this intervention an Integrated Intervention Strategy rating of 3.
