The Executive Management Team works with the ONR Board in running the organisation. It formally meets on a monthly basis sanctioning the papers that will need Board approval. In addition to this, a weekly meeting is held where key business issues can be discussed and resolved.
Mike Weightman is HM Chief Inspector of Nuclear Installations and Head of ONR. Since 2005 he has been responsible for securing the nuclear safety and security of the civilian nuclear industry (nuclear power reactors, nuclear chemical sites, such as Sellafield and nuclear research sites), and the safety of the defence nuclear industry (refuelling of nuclear submarines and Atomic Weapons Establishments at Aldermaston, Burghfield etc). Mike acts on behalf of UK Government at a variety of forums.
Kevin Allars became the Director of the Change Programme on 30 April 2012. The programme will prepare ONR for the proposed transition to a statutory corporation, and will address our regulatory and operational effectiveness, and the openness and transparency with which we engage our stakeholders.

The role of the Chief Operating Officer (COO) is to support ONR in its programme to be ready for the anticipated growth in UK nuclear power generation. The post is currently being recruited; until ONR has someone in place, Mike Weightman is assuming this role alongside his other duties.
Dave Caton became Head of Human Resources in early 2012. His role is to lead ONR's HR team in delivering the recruitment, development and change plans that will ensure ONR is well-resourced and robust as an independent regulatory body. Dave has extensive experience of major change programmes across public sector organisations.
Sue Kelly has been acting as head of communications since October 2011. Her role is to ensure that ONR has a communications function that can support and deliver the openness and transparency agenda, lead on internal and change communications and proactively engage with a wide range of external stakeholders including the national and regional media. Sue has extensive experience in communications ranging from leading multi-media campaigns to strategic communications.
Les Philpott was appointed Director of Finance and Corporate Services from 01 April 2012. In this role he leads ONR's corporate finance, HR, communications and internal security functions.
Dave Thomas joined ONR in April 2012, initially on a six month secondment from HSE corporate finance. His role is to lead ONR's finance and planning team to improve financial management, oversee preparations for the production of statutory accounts and provide a challenge function to operating planning and performance. Dave has extensive public sector accounting experience and has acted as HSE's Head of Accountancy profession for a number of years.
Derek Lacey was appointed as the Director of Regulatory Policy Strategy and Assurance on 01 April 2012. He has responsibility for ONR Governance, Regulatory Policy, ONR Transition, and International Strategy. He is also responsible for developing ONR's Regulatory Strategy, Assurance and Intelligence functions and leads on strategic programmes including the Security and Emergency Preparedness change programmes. He has extensive domestic and international nuclear regulatory, policy and strategy experience gained in a range of civil service posts.
