Why HSE issue Enforcement Notices?
Our inspectors normally enforce health and safety standards by giving advice on how to comply with the law. Sometimes we must order people to make improvements by issuing them with a notice. If necessary, HSE may prosecute recipients for non-compliance with a notice. Inspectors follow HSE's enforcement policy to decide on the most appropriate action to take.
HSE issue notices to companies and individuals for breaches of health and safety law. The notice may involve one or more instances where the recipient has failed to comply with health and safety law - each one of these is called a "Breach". This site provides information on both Notices and Breaches.
Background to HSE's Notices system
The Notices system replaces the public 'paper' register of enforcement notices currently maintained and available for scrutiny at HSE's area offices . The word 'register' is taken to mean a list or number of lists.
It provides a more 'self-service' approach to HSE's enforcement information and contains greater detail than the paper register.
You will find details of all notices issued in the UK, on or after 1st April 2001, excluding those under appeal or withdrawn after issue.
The Notices system can be used to find details of:-
Notices : details of all notices issued in the UK, dating back to 1996. Including notices were the process was discontinued or were withdrawn by the field professional.
Breaches : details of the Breaches of HSE Acts or Regulations in the UK
Notices and related Breaches are linked within the system, so you can move easily between details of a particular Notice and the related Breaches.
