A group of residents have transformed their street into a green garden which had been applauded by the council several times. However, the residents have now been told by the same authority that they must remove it because it is a "health and safety" hazard.
The Council's concerns appear to arise out of highways rather than health and safety legislation. Given the pleasure and benefit that has been derived from this display this is a clear case where there is a need for proper dialogue to ensure that access is maintained and that people retain their floral displays. It doesn’t have to be one or the other – there’s a win-win to be achieved here.
