Case 129 - Bacup Nutters Annual March under threat

Issue

A volunteer dance troupe known as 'the Nutters' has had their annual march threatened by red tape. Volunteers need to attend a training course on road marshalling before the march can go ahead.

Panel decision

The Nutters are a volunteer dance group and so health and safety law doesn't apply. The issue is a road safety one and because police are no longer able to provide traffic management services for their annual event the local authority have asked the troupe to provide their own. The traffic management arrangements provided by the Nutters last year gave rise to some concerns and the local Council is insisting that they make better provision this year. We recommend that the LA and the dance troupe meet to come to a sensible agreement on what is required to enable the event to go ahead whilst also ensuring that access for emergency vehicles is maintained.
