Case 151 - Cycling and scooting in school playground

Issue

Arrangements have been put into place at a primary school to encourage children to cycle or travel by scooter to school. However parents have been advised that children will not be permitted to cycle or scoot in the playground for health and safety reasons.

Panel decision

The school appears to have made a sensible decision to restrict children cycling or scooting in the playground where there are likely to be lots of other children present. It would be helpful if the school explained to parents the specific reasons for the decision rather than just citing "health and safety", this way they can be reassured that the restrictions are proportionate to the actual risks.
