Case 148 - Buggies and prams refused at nursery and community centre

Issue

A children's centre with nursery and community café facilities are refusing to allow prams or buggies on the premises on the grounds of health and safety.

Panel decision

There is no health and safety reason for a blanket ban on buggies and prams in a children's centre. The centre may have specific reasons for not allowing prams and buggies into indoor areas but they should explain these clearly and be specific about areas where they are not permitted (eg in front of fire exits). Seeking a solution that works for everyone would be infinitely preferable to hiding behind quoting 'health and safety' as a blanket excuse.
