The enquirers local dentist has a sign asking parents or guardians to keep children seated and quiet due to health and safety reasons.

Panel decision

It is clearly wrong to state that this is a health and safety requirement. The dental practice is entirely justified in asking parents to keep children seated and quiet out of consideration for other patients and staff providing treatment but they should not use health and safety as an excuse/catch all.
