Case 105 - Street Pastors volunteering to sweep up glass banned due to H&S

Issue

Street Pastors (assumed to be volunteers) used to clean up the streets of broken glass whilst out on patrol assisting people to enjoy the end of their evenings out. Their dustpans and brushes have been removed on the grounds of health and safety.

Panel decision

There are no health and safety reasons to ban street pastors using simple equipment to sweep up glass from the streets. The real reason has been stated as fear of being sued. If a claim were ever to be pursued the fact that pastors were clearly endeavouring to improve the situation would make the likelihood of the claim succeeding very remote.
