Issue

A housing association complex has resurfaced the residents' car park and placed bollards as a way of separating out the pedestrianised area. The residents have been told that the bollards are necessary because of health and safety.

Panel decision

Bollards are not required under health and safety regulations. The housing association does need to take proportionate steps to safeguard pedestrians from moving vehicles in their car park.

In any event, the housing association should have consulted their residents and communicated more effectively their reasoning for introducing bollards.
