There are no specific health and safety regulations preventing dogs from entering café's and restaurants - this is a classic case of "health and safety" being used as a catch-all. Restrictions on dogs in premises are more likely to be due to hygiene or concerns about badly behaved dogs although exceptions are normally made for guide dogs.
