Lead Authority Partnership Scheme

Update

The Lead Authority Partnership Scheme (LAPS) has now closed to new entrants. Companies seeking to form a statutory partnership with a single local authority will need to discuss joining the Primary Authority Scheme with the Local Better Regulation Office (LBRO).

The Primary Authority Scheme is a statutory scheme which builds upon the success of HSE’s LAPS. HSE has co-operated with LBRO in inviting Local Authorities and businesses currently engaged in LAPS to convert to this new scheme.

To allow smooth transition HSE is supporting existing LAPS until April 2011.

Lead Authority Partnership Scheme (LAPS)

The Lead Authority Partnership Scheme (LAPS) has now closed to new entrants, however, HSE will continue to provide support for members of this scheme until April 2011.

Partnerships formed between a Local Authority and a business, organisation or intermediary group with multiple outlets across the country (or a national membership) aim to raise the standard of health and safety management within that organisation and encourage consistency of enforcement across  LAs nationally that engage with it.

The lead authority acts as a focal point of liaison on health and safety issues between other LAs, HSE and that organisation.
