This circular gives advice to Petroleum Enforcement Officers


1. The red guide, originally published by the West Yorkshire Fire and Rescue Service (WYFRS) and available on the WYFRS website, has now been adopted by the Chief Fire Officers’ Association (CFOA) and can be found on the CFOA website at:

2. To access the CFOA website, it is necessary to go through a ‘registration process’; there is no fee involved. The red guide can be found by clicking on the ‘Prevention & Protection’ window, then scrolling down and clicking on the ‘Petroleum/Explosives Working Group’ link.  This will lead to the reference documents section where the document is located.

3. The Petroleum/Explosives Working Group of CFOA, in close collaboration with the Petroleum Enforcement Liaison Group, intends to keep the guidance under review and it will be updated as and when necessary.

4. Where appropriate, all future PETELs of an operational nature will be incorporated into the Red Guide before being withdrawn from the HSE’s website.

5. The guidance is comprehensive and will be useful to petroleum enforcement officers and petrol filling station operators.  It is primarily intended for use as a reference document to be dipped in and out of when necessary.
