HELA publications

The HELA report package on health and safety in the local authority enforced sectors comprises the Annual Report and its accompanying National Picture.HELA’s annual report provides information on action taken to improve standards of health and safety in the local authority enforced sectors.

In 2005, the Annual Report took on a different style and was launched at the Annual Partnership Conference in December 2005.

The National Picture is an annual series of local authority health and safety statistics. It presents a picture of LA work in enforcing health and safety law.

Since 2001, records of successful prosecutions have been published with the annual report. It provides a compilation of prosecution cases reported by LAs to LAU.

Section 18 (4) of the HSW Act requires that local authorities perform their duties in accordance with guidance from the Health and Safety Commission (HSC). This guidance, commonly known as ‘Section 18 Guidance’, is therefore mandatory.

The HELA Strategic Plan sets out how HELA would like LAs to respond effectively to health and safety targets. This document should be read in conjunction with the Revitalising Health and Safety Strategy Statement and HSC’s Strategic Plan.
