Flexible warrants

Flexible warrants allow local authority and HSE inspectors as co-regulators to legally work across boundaries. It also enables joint working arrangements to improve health and safety outcomes by targeting resources to risk. During 2008 various new schemes were set up. The first county-wide flexible warrant scheme, involving HSE and 13 local authorities, was set up in Kent, forming the basis of CAKE (Common Approach to Kent Enterprise) working arrangements. The first Kent project using the warrants resulted in 338 visits and 86 notices issued in a three-week period.

Flexible warrants were also used in North Wales to support a programme of proactive inspection of aerial and satellite installations to tie in with the UK Digital switchover plans. Partnership managers are the main contacts for regional schemes.
