Land Use Planning
Several years ago, HSE carried out a review of its role in Land Use Planning and it was decided that there was a need for change. The review concluded that Land Use Planning work should be devolved to the Local Planning Authorities. This will help to streamline the planning process and allow Local Authorities to access HSE advice directly through codified guidance, which will be made available to their systems.
A small team began work on the Implementation Project in March 2002. Guided by a project management tool, PRINCE2 (Projects In A Controlled Environment), the team is working to a PID (Project Initiation Document), which breaks the work into individual Products organised within three work streams - Definition, Technical and Devolution.
The PID (latest version) - provides details of each Product with information on timescales, Project Board and Product Team Members etc
The Team reports to a Project Management Board consisting of internal and external stakeholders, including a Local Authority, the Scottish Executive and Office of the Deputy Prime Minister (ODPM) representatives.
A copy of the introductory letter sent to the Director of each Local Authority (Introductory Note To LPAs is also provided for information).Periodic newsletters provide updates on progress.
HSE is changing the way it provides advice on land use planning (LUP) around hazardous installations (sites and pipelines) to planning authorities.
In future, HSE's advice on LUP will be obtained through an Internet based standing advice tool, PADHI+ HSE is detailing the changes at a series of free training seminars being rolled out across the UK from now until early 2007.
PA Staff are strongly recommended to attend these events as HSE will soon stop processing applications for advice submitted by any other route.
PA Staff attending seminars will receive training and an information pack, (also provided online below) will have chance to raise questions with HSE staff about the system and will see a live demonstration.
To ensure all PA staff have the opportunity to attend, the seminars are being held at venues across the UK. Please see MAP

The seminars have now been completed. Those PAs that missed the opportunity to attend will be sent hard copies of the information handed out at the events, (some which can also be downloaded above) with relevant contact information should they need to consult HSE in future. Non-attendees are advised to contact us at an early opportunity and provide us with details of an Authorised Administrator, (somebody to act as a focal point between HSE and the PA). They can then log on to the system and identify the major hazards sites or pipelines in their area and download maps or other information defining the consultation zones around each hazard. HSE’s advice should always be sought on developments within the consultation zones of a major hazard.
PA staff will now not be able to obtain HSE’s advice other than through the PADHI+ system, although HSE will provide support for PA staff using the system, especially in very complex cases.
