Outline Description of Activity/Programme

This activity secures adequate resources to undertake HID's programmes of work which contribute to the HSC's Strategic Programme. It involves accounting for and reporting on expenditure and resource utilisation and ensures compliance with HSE Treasury financial rules.

It includes the production of Directorate Delivery Plans and annual OG Core operating plans, also, HID's contribution towards HSE Strategic and Business Plans.

The workstream ensures HID recovers the costs of our regulatory programmes under our COMAH, Offshore safety case regime and gas conveyance. Deals with queries and disputes under HSE's charging procedure.

Policy and Approach

Much of the approach taken is informed by Treasury rules.

HID's Central Finance & Planning team responds to the information requests from HSE's Central Planning and Finance section to set deadlines and quality standards/service levels.

It is vital the communication network that has been established is utilised and the information received is passed on upwards/downwards/sidewards.

Supporting Activities

The work recording carried out by the field staff is vital to this workstream.

The work of the central HSE finance and planning unit has a large influence over how we work in this area in HID.

Resource Allocation

Approximately 3% of our total staff resources are put to this work activity.

Cost Recovery

Although this activity does not directly generate income, it ensures that the relevant invoices are generated so income can be collected.

PART 3: CASE FOR PROGRAMME/WORKBLOCK

Programme Drivers

Senior managers and central HSE F&P unit require support in managing HID's budgets and meeting central and local information requirements. A co-ordinated approach across the Directorate is needed to meet Directorate and HSE planning and reporting requirements. Directorate planners are being called upon more and more to justify the work we do and measure progress.

The costs of work which falls within chargeable categories has to be recovered, requiring a system to capture necessary data, invoice and deal with client queries.

The risks being addressed

By ensuring relevant funding is secured, this workstream indirectly supports all the Major Hazard Risks.

Scope to pull out of/reduce this work

Resource management systems and procedures have already been streamlined to such an extent that any further reductions would require major changes at corporate level.

Evidence and assumptions

It is assumed that the Back Office Review will eventually bring in changes to the structure of how this work is carried out in HSE.

Options

An internal review in HID Central Division has resulted in a more streamlined structure for this workstream.

The Back Office Review is considering the option to centralise this work in HSE.

Approximately 17 staff years are directed to Resource Management at an estimated cost of 606,610 (516,750 staff costs and 89,860 GAE).

Accountabilities

HID is responsible for delivering this contribution to HSE's Core programme of work. There is no single programme manager within HID. Heads of Division, primarily in CD, are responsible for delivery of their contributions to the Core programme.

Programme Plan

The programme detail is put together from HID's OG Core Operating Plan - resources are allocated to it at Unit level, determined by priorities and the number of staff employed to carry out this work.

Evaluation and review

This work is due to be reviewed in the near future. Charging administrative arrangements will be considered once it is clear how COIN supports this function.
