Outline of stakeholder
engagement in HID Offshore Division
The highest level of engagement is through HSE's representation on PILOT, a forum of senior
representatives from DTI, Employers, trade unions and HSE to secure the effective use of the UK
energy reserves. In 2002 for the first time PILOT specifically adopted a safety aim - to be
the safest offshore sector in the world by 2010.
OSD's engagement with PILOT is via the HSE representation and through the Step Change in Safety
initiatives Industry Leadership Team on which the Head of Division sits.
Cross Industry Stakeholders
(Employers, Contractors, Workforce)
Engagement is primarily through the Step Change in Safety initiative, a cross industry funded
group to bring about a 50% improvement in offshore safety. In addition to the HoD being on the
Industry Leadership Team there is OSD involvement at all levels:
- Steering Groups for individual work groups have Band 1 membership.
- Inspectors are frequently members of specific work groups, eg high potential incidents and
personal responsibility for safety work groups.
- Individual Topic Teams and key/topic programme teams work with the relevant Step Change
groups, e.g. slips/trips/falls, occupational health, lifting operations.
Other activities include:
- Participation in both industry and HSE organised conferences, e.g. Safety Case Conference,
Jack Up Installations.
- Providing a stand (latterly in conjunction with Step Change) at the bi-annual Offshore Europe
Conference.
- Representation on the Oil Industry Advisory Committee.
Industry
The main engagement activities include:
- The HSE, Industry Leaders Forum (HILF) which meet quarterly and is attended by duty holders,
contractors, trade associations, verification bodies etc.
- Bilaterals with the various trade industries, e.g. International Marine Contractors
Association, Offshore Contractors Association etc.
- Meetings, conferences and work groups organised by and with the United Kingdom Offshore
Operators Forum (UKOOA), e.g. Safety Case Practitioners Workshop. FPSO Workgroup etc. The UKOOA
is currently under reorganisation and there will be less topic level interface in future.
- Representation on industry and trade association committees, e.g. Recreational Diving
Committee.
- Annual review meetings with all duty holders, including senior management.
Workforce
- Twice yearly bilaterals with offshore trade unions - Inter Union Offshore Oil Committee and
separate bilaterals with the unaffiliated OILC union.
- Presentations at Offshore Installation Managers courses.
- Compulsory meetings with safety representatives at all site visits and ad hoc meetings with
other employees.
Other Regulators
There is engagement with other regulators at both national and international level:
- The North Sea Authorities Forum (NSOAF) - annual meeting and involvement in working groups,
i.e. Mobile Offshore Unit W/G (currently participating in an international audit) and the Safety
Training W/G.
- Bilaterals with the Norwegian regulator twice a year (Norwegian Special Working Group) and
Danish and Netherlands regulators once a year.
- Senior management representation at the International Regulators Forum.
- Presentations to various external regulators as required (recently - Norwegian and
Khazikstanian).
- Topic level interfaces with CAA, Marine and Coastguard Agency and DTI.
