Intervention in HID Chemical industries Division
Public
- No national public representation.
- Local community groups associated with chemical works or aggregations of works that meet and
respond to industry led initiatives.
- Local pressure groups and individuals arising from incidents or land use planning
consultation. This includes a recent example of proactive seeking of the public's views.
Industry
- The main link to stakeholders is the Chemical and Downstream Oil Industry Forum (CDOIF) on
which the main industry groups in the chemicals sector are represented.
- CDFOIF spawns other groups and engagements for the specific industry groups such as TFPI
(pharmaceuticals), UKPIA (refineries) and BCF (coatings).
- Trade Union representation at CDOIF has led to engagement with a trade union group
representing refineries.
- CIA - Links to Responsible Care management team and local Responsible Care Cells:
- National Health and Safety Groups;
- CEMAP initiative in response to DPM Regulatory Unit review.
- The carriage of dangerous goods work has led to the creation of a CDG Industry liaison group.
- Trade Associations, approx. 40 TA listed on CIS with "basic information" on
contacts.
Other Enforcing Authorities
- The COMAH Joint Competent Authority requires close partnership with the Environment Agency and
the Scottish Environment Protection Agency. Detailed, and managed liaison arrangements apply.
- There is a MOU with EA and SEPA and examples of joint working on projects such as the
"Chemical waste" initiative.
- For CDG, enforcement is by the Police (through individual regional constabularies) and VOSA.
