HID's Objectives, Activities and Programmes

The following objectives are key to HID's overall aim of ensuring risks to health and safety are properly controlled:

• To minimise the risk and effect of major incidents;
• To reduce the incidence of ill health and injuries at work;
• To work effectively with stakeholders;
• To manage and target resources effectively;
• To get the best out of people.

To minimise the risk and effect of major incidents

Minimising the risk and effect of major incidents is HID's primary function. It achieves this via a range of strategies and activities which are set out within this delivery plan. Some of these impact indirectly - those for example which are set out against the objectives of managing and targeting resources effectively. The following activities contribute directly to this objective:

• Assessment and Statutory Functions;
• Proactive Inspection - MH;
• Investigation - MH;
• Enforcement;
• Operational Policy and Standards - MH;
• Guidance, Information & Advice - MH.

Note: the guidance part of this activity will eventually be centralised and form part of Operations Support Unit.

(Note: that one activity which has a great impact on reducing or mitigating the risk of major hazards is of course our work with stakeholders. Though this runs through all of our activities it has been set out as a discrete activity in order to clearly present HID's approach to this most vital area of work).

To reduce the incidence of ill health and injuries at work

HID has a primary duty to reduce the incidence of ill health and injuries within the industries it regulates. It achieves this via a range of strategies and activities which are set out within this delivery plan. Some of these impact indirectly - those, for example, which are set out against the objectives of managing and targeting resources effectively. The following activities contribute directly into this objective:

• Proactive Inspection - Non-MH;
• Investigation - Non-MH;
• Enforcement - (please see the Enforcement narrative for major hazards work, for details on this activity however, enforcement activity towards this aim only covers Diving and GMO enforcement).
• Operational Policy & Standards - Non-MH;
• Guidance, Information & Advice - Non-MH.

(Note: that one activity which has a great impact on reducing the risk of major hazards is of course our work with stakeholders. Though this runs through all of our activities it has been set out as a discrete activity in order to present HID's approach to this most vital area of work).

To work effectively with Stakeholders

HID's work with stakeholders cuts through most of our operational activity and so supports HID's 5 strategic aims:

These workstreams are enabling functions which support HID's activities.

To get the best out of people

This workstream covers the work undertaken to ensure we have the right people in the right place, they are equipped with the necessary skills, competencies and equipment to carry out their role and their health safety and welfare is properly protected and managers are equipped and supported to lead their staff.
