Has a dutyholder been selected?
The selection of duty holders for inspection should:
- support HSE’s strategic programmes and projects
- follow the criteria for selection laid down in specific Directorate/Divisional instructions for the current work year

Have the inspection issues/topics been selected?
The selection of inspection issues/topics should:
- reflect the priority topics and key issues identified in HSE’s strategic programmes and projects
- address the specific topics and issues integrated into Directorate/Divisional operating plans
- be linked to the duty holders selected for inspection

Has the inspection type been selected?
Where applicable
- apply the inspection technique stipulated in the Directorate/ Divisional plan of work
Where this is not the case consider the following factors:
- the size of the organisation and the number and location of separate operational sites
- the degree of involvement in high hazard/risk activities
- the degree of organisational and/or process complexity
And select the most appropriate inspection technique to suit the circumstances:
- taking into account the resources available to HSE
For: Line manager
Has the inspector been decided?
Where normal Directorate/Divisional allocations have not identified the inspector:
- a competent inspector/team leader should be nominated
