1. Purpose and scope
1.1 This document gives NII policy for responding to nuclear events which do not fall into any of the six main categories in NII's emergency arrangements - a Class 5 Event. It sets the procedure NII will follow in responding to such an event.
2. Policy
2.1 NII has no regulatory or primary advisory role in an emergency response to nuclear events in Class 5.
3. Responsibilities
3.1 The Nominated Inspector is responsible for redirecting any alerting call to the appropriate regulatory or responsible authority, and consulting with the Chief Inspector (CI) / deputy over any request for advice.
4. Definitions
4.1 Class 5 Event: Other nuclear events, defined as:
Any nuclear event involving the release of radioactivity (or the potential for release) which is not covered by the other classes. The following are specifically included:
1) events falling within the NAIR scheme (National Arrangements of Incidents involving Radioactivity is a scheme for responding to events involving radioactive materials, e.g. spills in transit or finding sources or containers in a public place);
2) road or rail transport events (other than flasks containing irradiated fuel) including those falling within the Radsafe scheme;
3) air transport events;
4) sea transport events; and
5) returning satellites containing radioactivity.
5. Procedure
The Nominated Inspector will have been informed of a nuclear event by either the ND Duty Admin Office or the HSE Duty Officer. The Nominated Inspector will have followed the procedure on notification and classification, and hence made a return call and obtained sufficient information to classify the event as a Class 5.
5.1 If the caller is seeking to alert the authorities to a nuclear event in this class, the Nominated Inspector should advise them that NII has no regulatory or primary advisory role in an emergency response to events of this type. The Nominated Inspector should redirect callers as follows:
1) Returning satellites - redirect the caller to the Home Office (see Emergency Arrangements Communications Directory EACD List 7).
2) All types of rail, road, air or sea transport event not involving irradiated fuel - redirect the caller to the Dept for Transport DfT (EACD List 7).
3) All other UK incidents which fall within the NAIR scheme - redirect the caller to the Police Force HQ for the location.
4) A call alerting the UK Government to a nuclear event on an overseas installation - redirect the caller to DECC (EACD List 7).
5.2 If the caller is seeking advice from NII, the Nominated Inspector should consult with the CI / deputy (EACD List 4) and carry out any agreed actions.
