Introduction

1.1 This BMM annex presents the terms of reference of ND’s Corporate Assessment Liaison Meeting (CALM).  CALM membership consists of all NTLs (usually SIs from each assessment unit), the SI from the research unit and one inspection SI to represent ICG.  Meetings can only proceed and make recommendations and agreements if a quorum of eight or more members are present.  The CALM terms of reference have been defined in terms of the following Vision & Aim statements:

Vision

2.1  To be the authority within ND on all aspects of assessment practices, procedures and guidance so as to deliver the correct assessment outcomes.

Strategic aims

3.1 To facilitate the delivery of assessment performance outcomes while maintaining and developing assessment standards by:

  1. Coordinating assessment approaches across ND to promote consistency and proportionality;
  2. Setting, reviewing and developing assessment standards and guidance in technical topic areas;
  3. Providing a forum to identify new assessment challenges and develop Directorate wide assessment responses to them;
  4. Providing a forum where topic group leaders can work together to develop the NTG role;
  5. Working closely with the Inspection Coordination Group.

Supporting activities

4.1  In support of this, CALM will need to:

  1. Actively support BMS activities;
  2. Establish and promote Good Practice;
  3. Develop new and changed approaches to our work;
  4. Promote consistency of practice of assessment activities in support of the application of HSE’s enforcement policies;
  5. Review and revise the training of NII Assessment Inspectors.
