Purpose

This toolkit, produced through trials by Wales/South West Local Authorities and HSE Partnership team, contains guidance to assist LA enforcement officers and HSE inspectors assess the performance of the management of health and safety of dutyholders. 

A key aim of this guidance is to fill the management assessment guidance gap where companies don’t find the HSG65 model suitable.  It does so by simplifying the Policy, Organising, Planning, Measuring, Auditing and Review (POPMAR) principles and relating them to the Micro and SME level.  Some key leadership performance indicators are integrated into the scoring descriptors.

There are two matrices (SME and Micro) whose score values are determined by using evidence of performance related to key elements with descriptors; the resultant score on a scale 1-6 is transferred to the existing Competence and Attitude of Management system. The information provides the evidence needed to justify enforcement decisions (based on Local Factors) reached in the Enforcement Management Module.

This guidance should be used in assessing competence of enforcement officers/inspectors in the RDNA framework.
