The kit is intended for use with SMEs. However, although the generally accepted definition is less than 250 employees, the pragmatic measure is the degree of complexity of the management system. So there is in fact no upper employee limit for the application of the tool.
The kit develops a score on one of two frameworks, first for SMEs and a second for minimalist/simplistic systems generally found in micro businesses, again there’s no specific size limit for micros. Inspectors/officers use their own judgment on whether to use the SME or Simplistic Matrix.
The kit is intended to be used during the course of normal inspections, such as those for particular risks or matters of concern. It supplements the topic inspection packs which are aimed at controlling specific hazards. Existing inspection techniques should already be collecting the information necessary to score the matrices. If not further questioning/evaluation of management performance will be necessary.
For Local Authorities the matrices provide the opportunity to filter and grade performance for priority planning systems. LAs have suspended use of LAC 67/1 (Rev.3) and MAST can be used as it is likely to fit with a revised system.
Excluded from the application of MAST are: the Large Organisations Pilot Project (LOPP); Field Operations Large Employers (FOILE); Public Services Strategic Programme and Local Authority Unit Partnership projects and similarly other initiatives which have their own protocols.
