Fees for licences granted by HSE

These fees are payable for licences granted by HSE – except licences for storage at mines and in harbour areas.

Fees for explosive certificates - No VAT is payable on these fees.

A fee is payable for an explosive certificate where the applicant also holds a licence or registration under the Manufacture and Storage of Explosives Regulations 2005. In other cases no fee is charged.

Classification of explosives

On 24th October 2011, the Classification and Labelling of Explosives Regulations 1983 (CLER) and the associated cost recovery of fees under the Health and Safety (Fees) Regulations 2010 will be revoked by a set of Amending Regulations to the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (CDG). From this date, the costs of all work carried out by the HSE, in connection with the classification of explosives and fireworks, will be recovered under the provisions of CDG. The fee payable for work undertaken by a Specialist Inspector/Administrator will remain at £68 per hour worked in line with previous arrangements. No VAT is payable on this fee.
