Economists in the HSE

Economists in the HSE are based in the HSE’s Analytical Services Division, alongside statisticians and social researchers. Analysts in the Division work closely with policy and programme teams in the HSE to help determine the appropriate type and level of intervention in HSE’s key delivery programmes that aim to reduce injury and ill health and prevent catastrophic incidents at major hazard sites.

The primary role of HSE economists is to support the HSE’s delivery programmes by providing economic analysis, information and advice, and by strengthening the evidence base in key policy areas. Key responsibilities include:

• Developing a robust evidence base for assessment of HSE programmes’ contribution to strategic targets.
• Working with other analysts and programme staff to commission and design research to support performance monitoring and impact evaluation.
• Developing, managing and giving advice on economic appraisal and evaluations, including Regulatory Impact Assessments, throughout the HSE.
• Advising programme staff and senior management about the implications of evidence from monitoring and evaluation.
• Assessing the costs and benefits of interventions to address market failures associated with work-related health and safety.
• Contributing to work on crosscutting issues such as public spending reviews and reducing administrative burdens on businesses.
