"Reducing risks, protecting people" summarises the essence of HSE's purpose. We have used it as the title of this document because, for the first time, we are setting out for discussion with our stakeholders and other interested parties how HSE goes about seeking to fulfil its purpose. In particular, the document describes the principles, processes and protocols we follow and the criteria we adopt in reaching risk-based decisions.
