The consultation period has now closed. It had been our intention to hold a workshop on Thursday 10 November to discuss the findings of the consultation exercise and share our thinking on the development of the strategy. We have since decided to postpone the workshop so that we could spend more time considering the responses and looking at what is done in other operational parts of HSE. This will assist us in assessing what aspects of their Management of Contractors intervention strategies could be built upon as a basis for the HMRI strategy. We will be contacting respondents to inform them of the new date of the workshop in due course. RIAC paper number 05/15 (Management of contractors) has been withdrawn.

Her Majesty’s Railway Inspectorate (HMRI) is looking to develop a strategy for interventions in the management of contractors. The Health and Safety Executive (HSE) commissioned W S Atkins to develop proposals for the strategy. The W S Atkinsreport does not go as far as finalising a strategy but makes a number of recommendations based on an analysis of the position current at autumn 2004. The analysis and opinions in the report are those of W S Atkins and not HSE.
HSE is seeking the views of industry and other interested parties to contribute to the production of the strategy for HMRI’s interventions in the management of contractors. We would be grateful if you could take the time to look at the questions set out below and respond either using the on-line feedback template below, e-mail or by using a hard copy of the feedback form at the back of the proposal document. The closing date for responses is 7 October 2005.
We intend to follow this initial consultation with a workshop for interested parties. The aim of the workshop is to produce a strategy that will enable HMRI to target its resources where evidence shows that the risk is greatest and / or performance is poor, and where HSE is best placed to intervene. The Workshop will be held on the 10 November 2005 in the Assembly Room, Office of the Rail Regulation. More information on the workshop will be posted here nearer the time.
