This Consultative Document sets out proposals from HSE to amend the REACH Enforcement Regulations 2008 to take up a derogation from a European ban on certain uses of dichloromethane (DCM)-based paint strippers.
The planned amendment will introduce necessary training requirements and a mandatory certificate of competence for professional users who wish to purchase and use DCM-based paint strippers.
The proposed amendment will be of particular interest to those involved in work with paint strippers and to others with an interest in this topic.

An evidence assessment is included at Annex 2 to this consultation. The evidence assessment identifies the proposed measure for achieving the objective and analyses its likely impacts to assess the advantages and disadvantages in economic terms.
