CD257 – Consultation on proposals to consolidate and modernise the legislative controls for Acetylene

This consultation seeks views on HSE’s proposal to consolidate and modernise the Acetylene legislative framework in GB. The consolidation will update the current legislative arrangements for acetylene making them easier to understand. HSE is also reviewing the supporting guidance and seeks views on the information currently available. The review of Acetylene is part of the wider Explosives Legislative Review. The consultation began on 30th July 2013 and will end on 24th September 2013.

The new regulations will consolidate the legislative framework, which currently consists of a fragmented list of requirements coming from a multiple sets of regulations and subsequent amendments. The proposed consolidation does not dilute or substantially alter existing health and safety requirements in relation to the regulation of Acetylene. The consolidation is part of the sector specific consolidations recommended by Professor Löfstedt’s independent review of health and safety legislation ‘Reclaiming health and safety for all’ which are to be delivered by April 2015.

For easy access the current exemption certificates that are specific to acetylene have been reproduced in a single document: 'Proposed Acetylene Safety Regulations 2014: Acetylene consultation package exemptions'. These would be revoked and replaced by the clauses within the proposed Acetylene Safety Regulations 2014 (ASR2014).
