Proposals for amending the Control of Substances
Hazardous to Health Regulations 2002

INTRODUCTION
This consultative document sets out the Health and Safety
Commission's (HSC) proposals for Regulations to amend the
Control of Substances Hazardous to Health Regulations 2002 (COSHH).
The new Regulations will be known as the Control of Substances
Hazardous to Health (Amendment) Regulations 2003.
The proposed Regulations have two purposes. These are:
to implement part of the European Commission's Council
Directive 1999/38/EC of 29 April 1999 amending for the second
time Directive 90/394/EEC on the protection of workers from the
risks related to exposure to carcinogens at work and extending
it to mutagens, i.e. the 2 nd Amendment to the Carcinogens
Directive (see Appendix 1); and
to define explicitly 17 dioxins as carcinogens within the
meaning of COSHH.
